How can I get insurance companies in MA to stop charging me a fee for sending me my bill?

-I didn't realize it but I get charged $6.00 for Safety Insurance to send me my bill every month. I called the MA division of insurance and asked them why and the answer they gave me was BECAUSE THEY CAN. I never realized it. I think it's GREED, for lack of a better term. The electric company doesn't charge $6 to send you your bill, no companies do. If the insurance companies can, don't you think everybody will start doing it? It has to be stopped. Where do I go to find a way to have this practice stopped. I pay the thing over the internet. The woman at the insurance agency said the only way you can avoid this is to pay in full because if you owe money, they have to send you a bill.
